Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission's (Commission) Procedural Rules and Special Regulations, notice is hereby given of the Application of Questar Gas Company d/b/a Dominion Energy Wyoming (Dominion of the Company) for approval of the Horseshoe Bend Development as a Wexpro II property, as more fully described below.

1. Dominion is a division of Dominion Energy, Inc., a Virginia corporation, engaged in the business of supplying energy services in 16 states, including natural gas services in Utah, Wyoming, and Idaho. Dominion is a public utility subject to the Commission's jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(D) and 37-2-112.

2 On February 1, 2024, Dominion filed its Application requesting an order approving the inclusion of the recently acquired properties located within the Horseshoe Bend Farmout field (the Horseshoe Bend Development or Development) as Wexpro II properties pursuant to the Wexpro II Agreement. The Commission approved the Wexpro II Agreement in Docket No. 30010-123-GA- l 2. The Horseshoe Bend Development is outside the existing Wexpro I Development Drilling Area. The Company seeks authority to include the relevant portions of the Horseshoe Bend Development within the Wexpro II Agreement and voluntarily offers the remaining portions for inclusion as a Wexpro II property.

3. Dominion purchased the Horseshoe Bend Development at its own risk and is selling production from these wells on the open market pending the outcome of a decision by the Commission deciding whether this acquisition should be included as a Wexpro II property under the agreement. If the properties are approved as Wexpro II properties, then the acquisition costs will be adjusted for the value of gas sold from the time Wexpro closed on the property until the Commission's approval of inclusion of the property. The Company contends that approval of the Horseshoe Bend Development as a Wexpro II property will provide an opportunity for customers to receive low cost gas for many years. Additionally, the Company states that Wexpro will continue to manage its current production and future drilling programs at or below the 5-Year Forward Curve and to manage combined cost-of-service production from Wexpro I and Wexpro II properties to Dominion at or below the thresholds established in the Canyon Creek Acquisition in Commission Docket No. 30010-145-GA-15.

4. This is not a complete description of the Application. The Town Council of the Town of Pinedale met in regular session on Monday, January 22, 2024, in the conference room of the Pinedale Town Hall.

The meeting was called to order by Mayor Matt Murdock at 5 p.m. Council members present:  Tyler Swafford, Dean Loftus, Judi Boyce and Scott Kosiba.  Those in attendance included:  Representative Albert Sommers; Sheriff KC Lehr, representing Sublette County Sheriff’s Office; Chief Shad Cooper, representing Sublette County Unified Fire; Ashley Schluck; Brian Gray and Allysa Booth, representing Jorgensen Associates; Kellie Jo Williams, representing Skyline Academy; Chauncey Goodrich, representing Wind River Resorts; Maureen Hutchinson, representing the American Red Cross; Rebecca Crowe, representing Sublette Prevention Coalition; Peg Weber; Max Lockett; Joanie Christie; Sarah Murdock; Sandy Sletten; Ed Wood, Town Attorney; and Abram Pearce, Director of Public Works. Attending online were Melissa Allen, Tesa Manning, James Browning, Spencer Hartman, and Maureen Rudnick.

Mayor Murdock led those present in the Pledge of Allegiance.

Motion by Councilman Swafford to amend the agenda moving F-5 Janitorial Services Proposals to J-1. Seconded by Councilman Kosiba.  Motion passed 5-0.

Motion by Councilwoman Boyce to approve the January 8, 2024, regular Town Council meeting minutes.  Seconded by Councilman Swafford.  Motion passed 5-0.

Sheriff Lehr reported on calls for service for December 2023.

Chief Cooper gave the annual report for Sublette County Unified Fire.

Representative Sommers reported on items of interest coming up in the Wyoming Legislature.

Ashley Schluck gave a presentation on THC variants.

Mayor Murdock called for a five minute recess at 7:08 p.m.

Motion by Councilwoman Boyce to approve the consent agenda items as published.  Seconded by Councilman Kosiba.  Motion passed 5-0.  Consent agenda items approved were the Sublette County Chamber of Commerce Park Use permit application for Brew Fest to be held from 12-8 p.m. on Saturday, September 7, 2024, at American Legion Park and waive the fees; Sublette County Chamber of Commerce Temporary Use permit application for Brew Fest road closure of North Madison Avenue to be held from 3-7 p.m. on Saturday, September 7, 2024, at American Legion Park and waive the fees; Delta Dental option 1 renewal rates for 2024-25; and the purchase of liquid soda ash from Brenntag Pacific, Inc., in an amount not to exceed $8,000.

Motion by Councilman Swafford to approve aiding in the repair of the sewer service line at 442 Country Club Lane for 25% of the repairs, in the amount of $1303.03, payable to JB’s Welding & Excavation.  Seconded by Councilwoman Boyce.  Motion passed 5-0.

Motion by Councilman Loftus to approve a one year extension for the Wind River resorts final plat filing per the request of the subdivider pursuant to §400-33 B, requiring the final plat to be filed by February 27, 2025.  Seconded by Councilwoman Boyce.  Motion passed 5-0.

Motion by Councilwoman Boyce to approve the Pine Street/US 191 Pedestrian Safety Project concept and direct staff to move forward.  Seconded by Councilman Swafford.  Motion passed  5-0.

Wastewater system funding sources were discussed.

Council reviewed monthly department reports from Animal Control & Municipal Code, Projects, Public Works, Water & Wastewater, Planning & Zoning, the Airport and Travel & Tourism.

Ms. Rudnick presented the unaudited quarterly financial report.

Motion by Councilman Kosiba to exit Executive Session at 9:32 p.m.  Seconded by Councilman Swafford.  Motion passed 5-0.

Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE:  In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by PureWest Resources, Inc. (CMP100826) to modify and operate the Falcon 8-36 PAD (F005890) with the addition of production and equipment associated with four new wells, the Rainbow 12B2-31D, Falcon 15A1-36D, 16A2-36D and 16B1-36D, with two reboiler overheads condensers and two smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, located in the SE1/4NE1/4 of Section 36, T30N, R108W, approximately twelve (12) miles southwest of Big Sandy, in Sublette County, Wyoming.  PureWest Resources, Inc. has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period.  VOC emissions have decreased 1.7 TPY from the baseline period and NOx emissions have decreased 1.5 TPY from the baseline period.  These reductions have been added to PureWest Resources, Inc.’s offset bank to use for future permitting actions.

The Wyoming Department of Environmental Quality (WDEQ) Underground Injection Control (UIC) Program regulates certain discharges of pollutants into groundwaters of the state. Operators of these discharges are required to receive coverage under a UIC permit. The purpose of this notification is to inform the public that the UIC Program is proposing the issuance of a permit modification to UIC Permit 2015-551 for the Lakeside Lodge injection wells.  The permit applicant is Lakeside Lodge, 99 Forest Service Road, Pinedale, WY 82941. Lakeside Lodge is located in the SE¼ SE¼, Section 23, Township 34 North, Range 109 West of the 6th Principal Meridian, Sublette County.

The public comment period begins February 22, 2024, and ends March 25, 2024, and only pertains to the permit sections that have been modified.  Electronic copies of the proposed permit and relevant modification materials are available for review.

During the 30-day public comment period, any interested person may submit written comments on the proposed permit and may request a public hearing be held.  Electronic comments may only be submitted through and accepted by the WDEQ comment portal provided at http://wq.wyomingdeq.commentinput.com/.
