Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE:  In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by PureWest Resources, Inc. (CMP100826) to modify and operate the North Mesa 4-7 PAD (F015551) by updating the equipment list, with two reboiler overheads condensers and one smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, located in the NW1/4NW1/4 of Section 7, T32N, R109W, approximately seven (7) miles south of Pinedale, in Sublette County, Wyoming.  PureWest Resources, Inc. has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period.  VOC emissions have decreased 0.7 TPY from the baseline period and NOx emissions have decreased 1.2 TPY from the baseline period.  These reductions have been added to PureWest Resources, Inc.’s offset bank to use for future permitting actions.

Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE:  In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Jonah Energy LLC (CMP100053) to modify and operate the Stud Horse Butte 11-17 Central Facility (F015009) with the addition of production and equipment associated with two new wells, the Stud Horse Butte 3-17 and 6-17, with two reboiler overheads condensers, two TEG flash tank separators and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the NE1/4SW1/4 of Section 17, T29N, R108W, approximately eighteen (18) miles southwest of Big Sandy, in Sublette County, Wyoming.  A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted.  Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx.  Permitting actions to date have resulted in a decrease in actual VOC emissions of 4274.1 tpy and a decrease in actual NOx emissions of 406.9 tpy. Therefore, Jonah Energy has met the offset requirements for VOCs and NOx.

NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission's (Commission) Procedural Rules and Special Regulations, notice is hereby given of the Application of Questar Gas Company d/b/a Dominion Energy Wyoming (Dominion of the Company) for approval of the Horseshoe Bend Development as a Wexpro II property, as more fully described below.

1. Dominion is a division of Dominion Energy, Inc., a Virginia corporation, engaged in the business of supplying energy services in 16 states, including natural gas services in Utah, Wyoming, and Idaho. Dominion is a public utility subject to the Commission's jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(D) and 37-2-112.

2 On February 1, 2024, Dominion filed its Application requesting an order approving the inclusion of the recently acquired properties located within the Horseshoe Bend Farmout field (the Horseshoe Bend Development or Development) as Wexpro II properties pursuant to the Wexpro II Agreement. The Commission approved the Wexpro II Agreement in Docket No. 30010-123-GA- l 2. The Horseshoe Bend Development is outside the existing Wexpro I Development Drilling Area. The Company seeks authority to include the relevant portions of the Horseshoe Bend Development within the Wexpro II Agreement and voluntarily offers the remaining portions for inclusion as a Wexpro II property.

3. Dominion purchased the Horseshoe Bend Development at its own risk and is selling production from these wells on the open market pending the outcome of a decision by the Commission deciding whether this acquisition should be included as a Wexpro II property under the agreement. If the properties are approved as Wexpro II properties, then the acquisition costs will be adjusted for the value of gas sold from the time Wexpro closed on the property until the Commission's approval of inclusion of the property. The Company contends that approval of the Horseshoe Bend Development as a Wexpro II property will provide an opportunity for customers to receive low cost gas for many years. Additionally, the Company states that Wexpro will continue to manage its current production and future drilling programs at or below the 5-Year Forward Curve and to manage combined cost-of-service production from Wexpro I and Wexpro II properties to Dominion at or below the thresholds established in the Canyon Creek Acquisition in Commission Docket No. 30010-145-GA-15.

Eden Valley Solid Waste & Disposal District is accepting bids for the fabrication and delivery of forty free-standing wind break panels. Each panel shall be 24ft long and 6ft tall. Bids should include the purchase of materials, fabrication and delivery of panels to the Eden Valley Solid Waste District transfer station in Farson, WY. Bids shall include description of materials to be used in construction of panels.

Specifications and examples can be obtained via email by contacting Josie Harns at

(307) 751-8566 and providing an email address. Bids may be received by USPS mail to: Eden Valley Solid Waste District, PO Box 232, Farson, WY 82932 until 4:00pm on Friday, March 2nd 2024. Any bids received after that time may not be considered.

All bids shall be publicly opened and read aloud during the Eden Valley Solid Waste District board meeting on Wednesday, March  7th 2024. The bids will then be reviewed and considered for acceptance.

Attention of the bidder is particularly called to the requirements in the Wyoming Statues regarding preference for Wyoming products and the 5 percent preference shown to Wyoming Bidders.

  First copies of the contract documents will be available after February 14, 2024 and open to public inspection in the office of the Owner or Plan One/Architects, 4020 Dewar Drive, Suite A, Rock Springs, WY 82901 and as posted to the Sublette County School District website: www.sub1.org . Paper plans and specifications will not be available, prime bidders must download plans utilizing www.questcdn.com , Quest Project Number: 8978613

A pre-bid conference will be held at the project site on March 7, 2024 beginning at 2:30 p.m. Attendees shall meet at 3040 Bloomfield Avenue, Pinedale, WY 82941.  The conference will be mandatory for all General Contractors wishing to have their bid considered for the work. Primary sub-contractors such as MEP, Food Service and Earthwork, are encouraged to attend the pre-bid conference. 

All proposals must be accompanied by a Bid Bond or Cashier's Check in the amount of ten percent (10%) of the maximum amount of the proposal.  The successful bidder shall provide a one hundred percent (100%) Performance and Payment Bond.  The bidder is required to comply with all applicable local, state, and federal laws. 

The Owner reserves the privilege of rejecting any or all proposals, or waiving any irregularities or formalities in any proposal in the bidding.  Submit written proposals to: Sublette County School District No. 1, ATTN: Jeryl Fluckiger, 665 North Tyler Avenue, Pinedale, WY 82941.  Sealed proposals shall be marked “Pinedale Elementary School – Food Service Freezer & Storage Addition” and shall state the name of the company bidding on the outside of the envelope.  Proposals must be received by the 26th day of March, 2:30 p.m.  Proposals will not be accepted after this date and time.  Proposals will be read aloud at that date and time.
