The Town Council of the Town of Pinedale met in regular session on Monday, April 25, 2022, in the Lovatt Room of the Sublette County Library.
The meeting was called to order by Mayor Matt Murdock at 5 p.m. Council members present: Judi Boyce, Isaac Best, Tyler Swafford and Dean Loftus. Those in attendance included: Representative Albert Sommers; Bobby Lang, representing the Sublette County Sheriff; Robert Galbreath, representing the Pinedale Roundup; Joanie Christie, representing Sublette County Chamber of Commerce; Brian Gray, representing Jorgensen Associates; and Town Director of Public Works, Abram Pearce; Max Lockett; and Morgan and Marc Faber. APRIL 19, 2022
The Board of County Commissioners met in regular session in the Commissioners Meeting Room of the Sublette County Courthouse on this date at 9:00 a.m. with Joel Bousman, Tom Noble, Doug Vickrey, Sam White, Dave Stephens, Matt Gaffney, Clayton Melinkovich, Brady Oltman representing the Pinedale Roundup, and Carrie Long, County Clerk, present.
Chairman Bousman led those present in the Pledge of Allegiance.
The agenda was approved on motion by Commissioner Noble, seconded by Commissioner Vickrey. Motion carried.
The minutes from the previous regular meeting held on 4/5/22 were approved and ordered filed on motion by Commissioner Stephens, seconded by Commissioner White. Motion carried.
Billy Pape, Road & Bridge, updated the Board on activities. Pape requested direction on a request he received for Road & Bridge personnel to level some dirt at the Big Piney Gun Club, he was directed to proceed with the request.
A motion was made by Commissioner Noble, seconded by Commissioner White to move forward with the State in replacing the New Fork River Bridge on CR 23-175. Motion carried.
Mark Tesoro, Southwest Wyoming Off-road Trails (SWOT), along with Jordan Wessler, Westside Regional Supervisor for the Trails Program and Pete Stinchcomb, WYDOT District 3 Engineer, gave a presentation on projects implemented in Uinta County and proposed projects for Sublette County.
Chairman Bousman directed County Administrator, Matt Gaffney, to work with the SWOT representatives and the local Snow Explorers Club to identify possible Sublette County projects.
KC Lehr, Sheriff, met with the Board to request approval to submit a joint request with the Town of Pinedale to the Wyoming Department of Transportation to install, operate, and maintain two Radar Speed Feedback Signs along Us-191 in Pinedale. The request was approved on motion by Commissioner White, seconded by Commissioner Noble. Motion carried.
Kristy Stoll, Williams Land Representative, met with the Board to request approval of an Easement across county property for a pipeline. Commissioner White made a motion to approve the Easement upon final approval of the legal description from the County Attorney’s office and to allow the Chairman signatory authority between Commission meetings. Commissioner Noble seconded the motion. Motion carried.
Peggy Winters, Mosquito Abatement District #1, met with the Board to discuss vacancies on the Board. Commissioner White made a motion to advertise the appropriate number of vacant positions for Commission appointment. Commissioner Noble seconded the motion. Motion carried.
Cat Urbigkit and Deanne Swain met with the Board to present their proposal for the FY23 State of the County Report. It was moved by Commissioner Noble, seconded by Commissioner White to accept the proposal for 500 copies in the total amount of $13,260.00. Motion carried with Commissioner Vickrey abstaining from voting.
A motion was made by Commissioner Vickrey, seconded by Commissioner Noble to adjourn to Executive Session pursuant to W.S. 16-4-405 (a)(iii)(litigation).
The open meeting was resumed with no action from the Executive Session.
Amber Anderson, Friends of the PAC, presented the TANF grant outline to the Board. Commissioner White made a motion to approve the grant request in the amount of $48,500.00. Commissioner Noble seconded the motion. Motion carried.
Accounts payable, in the amount of $1,062,974.85, was approved on motion by Commissioner White, seconded by Commissioner Noble. Motion carried.

The Board discussed the proposed Resolution Establishing the Salaries for the Elected Officials of Sublette County for the Four-Year Term Commencing January 3, 2023. Commissioner White made a motion to proceed with the publication of the Resolution as presented with the Assessor, Treasurer, Clerk, Clerk of District Court at $99,500.00 per year. The Sheriff and County Attorney at $110,000 per year and the Commissioners at $35,000 per year. Commissioner Noble seconded the motion. Motion carried 3-2 with Commissioners Vickrey and Stephens voting nay.
Rich Greenwood, Greenwood Mapping, met with the Board via Zoom with a recommendation of accepting the proposal from Aero-Graphics, Inc. in the amount of $212,340.00 for digital ortho-imagery for Sublette County. The recommendation was approved on motion by Commissioner Noble, seconded by Commissioner White. Motion carried.
A motion was made by Commissioner White, seconded by Commissioner Vickrey to approve the Doyle place lease with Darrell Snyder as presented. Motion carried.

NOTICE OF POSTPONEMENT OF FORECLOSURE SALE
Default in the payment of principal and interest has occurred under the terms of a promissory note (the “Note”) and a real estate mortgage (the “Mortgage”) dated September 18, 2013, executed and delivered by Brent E. Horne and Teresa Horne (“Mortgagor”) to Mortgage Electronic Registration Systems, Inc., as mortgagee, as nominee for Bank of America, N.A., its successors and assigns, as security for the Note of the same date.
