SUBLETTE COUNTY – Per the Wyoming Legislature, nonresident antler collectors will start one week later than locals and need to buy and carry a Wyoming Game and Fish conservation stamp.

Game and Fish is currently taking comments through Dec. 4 on that proposed rule and two more proposed for black bear baiting and fur dealer licenses, according to John Lund of the Pinedale Regional Office.

Chapter 61, Collection of Shed Antlers and Horns, is drafted to add opening season dates for residents – May 1 at 6 a.m. – and nonresident horn hunters – May 8 at 6 a.m.

The area west of the Continental Divide is now called Collection Area 1 – and adds state lands to Forest Service and BLM public lands in the regulation.

Also, “A conservation stamp is required for all nonresidents 15 years of age or older to collect shed antlers or horns in Collection Area 1,” it says.

Chapter 3, Black Bear Hunting Seasons, only has one proposed change, according to Lund. Previously, hunters were allowed to use a combined total of 8 cubic feet of bait, the approximate size of a 55-gallon drum, with a maximum of two bait containers – that is proposed to change to three containers that must be secured.

“It’s the same amount of bait combined but with three containers,” Lund said.

In the draft of Chapter 30 Fur Dealers, Section 7 that dealt with revocation of a fur dealer’s license is now Section 6 and clarifies how the Game and Fish Commission can revoke a license.

The drafted reasons now say “refusal to allow Game and Fish law enforcement officers to inspect business premises or records in accordance with this regulation” and “failure to keep or submit properly completed records required by this regulation and state statute.”
