Default in the payment of principal and interest has occurred under the terms of a promissory note (the “Note”) and a real estate mortgage (the “Mortgage”) dated September 18, 2013, executed and delivered by Brent E. Horne and Teresa Horne (“Mortgagor”) to Mortgage Electronic Registration Systems, Inc., as mortgagee, as nominee for Bank of America, N.A., its successors and assigns, as security for the Note of the same date. Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE: In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Anticline Disposal Company to modify Air Quality Permit P0025517 for the Jensen Facility by modifying the Waukesha L5794GSI generator engine (ENG002) to be an emergency backup engine limited to 100 hours of non-emergency operation per year. The Jensen Facility is located in the SW¼ SW¼ of Section 18, T31N, R108W, approximately six (6) miles south-southwest of Boulder, in Sublette County, Wyoming.

OFFICIAL COUNTY COMMISSIONERS’ PROCEEDINGS
MARCH 1, 2022
The Board of County Commissioners met in regular session in the Commissioners Meeting Room of the Sublette County Courthouse on this date at 9:00 a.m. with Joel Bousman, Tom Noble, Doug Vickrey, Sam White, Dave Stephens, Matt Gaffney, Brady Oltman representing the Pinedale Roundup, and Carrie Long, County Clerk, present.
Chairman Bousman led those present in the Pledge of Allegiance.
The agenda was approved on motion by Commissioner Vickrey, seconded by Commissioner White.
The minutes from the previous regular meeting held on 2/15/22 were approved and ordered filed on motion by Commissioner Stephens, seconded by Commissioner Vickrey. Motion carried.
Billy Pape, Road & Bridge, updated the Board on activities. Eric Sackett, Rio Verde Engineering, updated the Board on the current status of water haul permits.
Matt Gaffney, County Administrator, requested direction from the Board regarding the MOU with the Department of Agriculture and the Sanitarian position. After discussion, Commissioner Noble made a motion to terminate the MOU based on scheduled discussion between Gaffney and a representative from the Department of Ag confirming no negative repercussions. Commissioner White seconded the motion. Motion carried.
A motion was made by Commissioner Noble, seconded by Commissioner White to approve a Resolution Opposing the Northern Rockies Ecosystem Protection Act (HR 1755). Motion carried.
Todd Hurd, Forsgren Associates, updated the Board on projects. Andre Irey, Maintenance, and Sukey Hohl, Library, joined the discussion regarding the boilers at the Big Piney Library. Irey stated the boilers are old and one needs repair. He recommended they not be replaced until the library remodel was complete since they weren’t included in the original bid or scope of work and the replacement would also delay the completion of the library remodel.
Payroll, in the amount of $1,052,080.68 was approved on motion by Commissioner White, seconded by Commissioner Noble. Motion carried.
Commissioner White made a motion to approve accounts payable in the amount of $1,145,486.15. Commissioner Stephens seconded the motion. Motion carried.

A Catering Permit for the Boulder Bar for an event that occurred on 2/26/22 at the Fair Grounds was approved on motion by Commissioner Noble, seconded by Commissioner Vickrey. Motion carried.
Surety Bonds for Craig J. Smith (Treasurer / Recreation Board) and Clint T. Mason (Treasurer / Boulder Lake Ranch Road Improvement) were approved on motion by Commissioner Noble, seconded by Commissioner White. Motion carried.
Commissioner Stephens made a motion to show solidarity with other entities and citizens by condemning the invasion of Ukraine by Russia. Chairman Bousman seconded the motion. Motion carried.
A motion was made by Commissioner Noble, seconded by Commissioner White to adjourn to Executive Session pursuant to W.S. 16-4-405 (a)(ix). Motion carried.
Open session was resumed with no action take as a result of the Executive Session.
Lisa Copeland, I.T. Director, and Sterling Schoell, Wazitech, met with the Board to discuss server options. Commissioner Noble made a motion to allow Copeland the discretion to move forward to a cloud-based server, Office 365. Commissioner White seconded the motion. Motion carried.
Clayton Melinkovich, Deputy County Attorney, reviewed portions of the Transfer Agreement with the Board and Dave Doorn from the Hospital District.
Meeting adjourned at 12:50 p.m.

HOBACK RANCHES SERVICE and IMPROVEMENT DISTRICT
The Hoback Ranches Service and Improvement District is soliciting bids to add gravel, grade and apply magnesium chloride dust control to the three-mile section of Rim Road through the National Forest Service land between the north west entrance at Highways 191/189 and the entrance to the Ranches.
