CALL FOR BIDS:

Pinedale Elementary School – Food Service Freezer & Storage Addition

Sublette County School District No. 1 (the Owner) is receiving lump sum sealed proposals for the Pinedale Elementary School – Food Service Freezer & Storage Addition. The project scope includes but is not limited to all work necessary to complete removal of an existing panel freezer system, demolition of existing materials as required for new, and the supply and installation of a new panelized freezer and storage system. Work includes Selective Demolition, Concrete, Metal Fabrication, Waterproofing and Repellents, Thermal Insulation, Membrane Roofing, Sheet Metal Flashing and Trim, Fencing, Food Service, Mechanical, Plumbing, Electrical and other miscellaneous items required to complete work in full. This project is to be awarded under a single Contract.

  First copies of the contract documents will be available after February 14, 2024 and open to public inspection in the office of the Owner or Plan One/Architects, 4020 Dewar Drive, Suite A, Rock Springs, WY 82901 and as posted to the Sublette County School District website: www.sub1.org . Paper plans and specifications will not be available, prime bidders must download plans utilizing www.questcdn.com , Quest Project Number: 8978613

A pre-bid conference will be held at the project site on March 7, 2024 beginning at 2:30 p.m. Attendees shall meet at 3040 Bloomfield Avenue, Pinedale, WY 82941.  The conference will be mandatory for all General Contractors wishing to have their bid considered for the work. Primary sub-contractors such as MEP, Food Service and Earthwork, are encouraged to attend the pre-bid conference. 

All proposals must be accompanied by a Bid Bond or Cashier's Check in the amount of ten percent (10%) of the maximum amount of the proposal.  The successful bidder shall provide a one hundred percent (100%) Performance and Payment Bond.  The bidder is required to comply with all applicable local, state, and federal laws.

PUBLIC NOTICE

Evans Construction of Jackson, Wyoming has filed a small mining permit application with the Land Quality Division of the Wyoming Department of Environmental Quality for the mining of Sand & Gravel in Lincoln County, Wyoming. The area is approximately two miles northwest of Bondurant, Wyoming on U.S. Highway 191. The application may be viewed at the Cheyenne or Lander Office of the Land Quality Division. The application will be re-advertised for public comment prior to approval by the Department of Environmental Quality.

FORECLOSURE SALE NOTICE

WHEREAS, default in the payment of principal and interest has occurred under the terms of a Promissory Note (the "Note") dated May 23, 2016, executed and delivered by Dale Aronson (“Mortgagor”) to Bank of the West

The Board of County Commissioners met in regular session in the Commissioners’ Meeting Room of the Sublette County Courthouse on this date at 9:00 a.m. with Sam White, Tom Noble, Doug Vickrey, Dave Stephens, Mack Bradley, Jeness Saxton, Joy Ufford, representing the Pinedale Roundup, and Carrie Long, County Clerk, present. 

Chairman White led those present in the Pledge of Allegiance. 

The agenda was approved on motion by Commissioner Bradley, seconded by Commissioner Noble.

Commissioner Bradley made a motion to approve Payroll in the amount of $1,168,099.31, seconded by Commissioner Stephens.  Motion carried.

Billy Pape, Road & Bridge, updated the Board on department activities. 

Eric Sackett, Rio Verde Engineering, presented an application to renew the permit to continue selling rocks on Skyline Drive.  Commissioner Noble made a motion to approve the renewal, Commissioner Bradley seconded the motion.  Motion carried.   

Sackett also informed the Board that two bids had been received for the Golf Course Pump Intake Project, JBG Flexible, LLC and Teletractors, Inc., with Teletractors having the lowest bid in the amount of $99,840.00.  Commissioner Bradley made a motion to approve the bid from Teletractors, Commissioner Stephens seconded the motion.  Motion carried 4 to 0 with Commissioner Noble abstaining from the vote. 

Surety Bond for Craig J. Smith, Treasurer of the Recreation Board, was approved on motion by Commissioner Noble, seconded by Commissioner Vickrey.  Motion carried. 

Andre Irey, Maintenance, updated the Board on department activities. 

Jay and Brianne Brower updated the Board on the Fall activities at the Fairgrounds. 

Commissioner Noble made a motion to adjourn to Executive Session pursuant to W.S. 16-4-405(a)(ii) – Personnel.  Commissioner Bradley seconded the motion.  Motion carried. 

Open Session reconvened with no action from the Executive Session.

Shad Cooper, Fire Warden, along with Nathan Smolinski, WYDOT Chief Technology Officer, Mark Kelly, WYDOT Emergency Communications Program Manager and Neil Gardiner, WyoLink Support Manager, discussed future planning and projects involving the county’s S.I.R.S. radio system and WyoLink. 

Chris Lacinak, Planning & Zoning Commissioner, met with the Board to discuss the P & Z Bylaws.  He stated the Commission is still in the process of creating the Bylaws. 

Andrea Jean, Human Resources presented the Resolution for Leave Donation.  Commissioner Noble made a motion to approve the Resolution, Commissioner Bradley seconded the motion.  Motion carried. 

Jeness Saxton, County Administrator, updated the Board on department activities. 

Commissioners discussed Old Business.

Dan Bailey, Pat Burroughs and Leese Krall commented on the upcoming Conditional Use Permit application by Jackson Fork Ranch.Commissioner Vickrey requested the C.U.P. application be postponed until April so that residents who live somewhere else in the winter can participate in the discussions. 

The meeting was adjourned at 1:30 p.m.

NOTICE OF PUBLIC HEARING

Per §400-23 Hearings, of the Town of Pinedale Municipal Code, notice is hereby given that the Town of Pinedale Planning and Zoning Commission will hold a public hearing at 5 p.m. on Monday, March 18, 2024, at the Town Hall, 205 Entertainment Lane, Pinedale, WY 82941.

The purpose of the public hearing is to discuss a subdivision application submitted by Rio Verde Engineering on behalf of Redstone Corporation for the Redstone Country Club Commercial Second Addition (Parcel Y) to the Town of Pinedale, to be subdivided into 5 equal lots with a variance request to forego streetlights and sidewalks along the north side of the property along Washington Street.
