INVITATION FOR BIDS
RV DUMP AND WATER FILL STATION PROJECT
Sealed Bids are requested for work described in the project manual for the RV Dump and Water Fill Station Project for the Town of Pinedale, Wyoming, prepared by and available from Rio Verde Engineering, 804 Hoback Street, P.O. Box 642, Pinedale, Wyoming 82941, 307-367-2826.
Bids will be received by the Town of Pinedale, located at 69 Pinedale South Road, Pinedale, Wyoming, until 2:00 pm local time on January 21, 2020 at which time said Bids will be publicly opened and read aloud.
This project consists of 370 SY of concrete & asphalt removal, 61 LF of 3” waterline, 100 LF of 3/4” waterline, 55 LF of 6” and 50 LF of 4” PVC sewerline, a manhole, connections to existing 8” water and sewer mains, 728 SY of various 6” concrete additions, 93 LF of curb & gutter, installation of an AQUAFLOW and SANI-STAR automated water and sewer systems, full electrical works & lighting to the facility, various water and sewer piping and valving, and other miscellaneous items and appurtenances.
A pre-bid meeting will be conducted on January 14th, 2020 at 10 AM on the project site on the corner of the intersection ofN. Colter Ave. and Hoback St. in Pinedale, WY.
Pursuant to W.S.16-6-106, “preference is hereby given to materials, supplies, agricultural products, equipment, machinery and provisions produced, manufactured, or grown in Wyoming, or supplied by a resident of the state, quality being equal to articles offered by the competitors outside of the state”.
Bidders shall be required to accompany each bid with a Bid Bond with sufficient surety payable to the Town of Pinedale for at least 10 percent of the total amount of the Bid. The bond shall be forfeited as liquidated damages, if the Bidder, upon the letting of the contract to him, fails to enter into the contract within 30 days after it is presented to him for that purpose or fails to proceed with the performance of the contract. The Bid Bond shall be retained by the Town of Pinedale until proper bond to secure performance of the contract has been filed and approved. All the above will be in accordance with 15-1-113, 16-6-101 to 121, and the Wyoming Preference Act 16-6-201 to 16-6-206, Wyoming Statute, 2018.
The right is reserved by the Town of Pinedale to reject any and all Bids, and to waive any irregularity or informality in the bidding. Bids may not be withdrawn for thirty days after the date of opening.

NOTICE OF PUBLIC HEARING
The High Meadow Ranch Water District (HMRWD), will conduct a public hearing at 6:00 P.M., local time, on February 20, 2020 in the conference room of the Sublette County Weed and Pest Building, 12 S. Bench Road, Pinedale, WY. This meeting is a follow up to the meeting held on January 10, 2019 allowing for any additional comments or questions and will cover the same information. The purpose of the meeting is to allow citizens to review and comment on the following project. The High Meadow Ranch Water Rehabilitation Phase 2 project includes installing new water distribution lines, PRVs, service connections, water meters, road rehabilitation and appurtenances. The new water distribution lines will replace old, failing and deteriorated piping within the system.
At the meeting, the High Meadow Ranch Water District along with Jorgensen Associates will present the design of the proposed project and will discuss the estimated cost of improvements and plan for funding the improvements if there are new attendees or inquiries. A preliminary plan of the improvements, cost estimates, and the funding plan can also be reviewed at Jorgensen Associates, 58 S Tyler Ave in Pinedale, WY, or by contacting Brian Gray at 307-367-6548.
Pursuant to Wyoming Stature § 41-10-113(a)(xii), the HMRWD intends to use funds borrowed from the Wyoming Drinking Water State Revolving Loan Fund (DWSRF) administered by the Wyoming Office of State Lands and Investments. Based on current cost estimates, HMRWD plans to borrow $1,328,000 from the Wyoming DWSRF, with said loan being 30-year repayment term at 2.5% interest. Pursuant to Wyoming Statute § 41-10-113(a)(xxi), special assessments will be levied on all lots within the High Meadow Ranch Water District to repay the loan. The average rate of assessment per lot owned within the district is estimated to be approximately $79 per year to repay the loan.

OFFICIAL COUNTY COMMISSIONS PROCEEDING
DECEMBER 17, 2019
The Board of County Commissioners met in regular session in the Commissioners Meeting Room of the
Sublette County Courthouse on this date at 9:00 A.M. with David Burnett, Joel Bousman, Mack Rawhouser, Doug Vickrey, Tom Noble, Clayton Melinknovich, Mike Crosson, County Attorney, Matt Gaffney, Skylar Wilson, KC Lehr, Sheriff, Judge Curt Haws, Amy Knotts, Holly Dabb, representing The Pinedale Roundup, and Carrie Long, County Clerk present.
Chairman Burnett led those present in the Pledge of Allegiance.
It was moved by Commissioner Bousman, seconded by Commissioner Rawhouser to approve the agenda with the addition of; 1) Approval of Circuit Court Magistrates appointments by Judge Haws, 2) Approval of contract for Law Enforcement Contracts, and 3) Approval of an MOU between the Town of Pinedale and Sublette County and of the Contract with Bott for the Veterans Memorial. Motion carried with Commissioner Vickrey voting nay.
Commissioner Bousman requested a correction to the 12/3/19 meeting minutes to reflect he was previously appointed by Governor Mead to the PAPO Board and is awaiting clarification from Governor Gordon’s office. The corrected minutes were approved and ordered filed on motion by Commissioner Bousman, seconded by Commissioner Rawhouser. Motion carried.
Judge Curt Haws met with the Board to request approval of his appointment of two Magistrates, John LaBuda and Clayton Kainer. Judge Haws explained that since his appointment as Circuit Court Judge in 2007, he followed the practice of his predecessor by appointing Magistrates as necessary but the Board had never gone through a formal process of approving Magistrates. It was moved by Commissioner Rawhouser, seconded by Commissioner Bousman to approve John LaBuda and Clayton Kainer as Magistrates for Circuit Court. Commissioner Bousman stated he would like clarification on the duties and responsibilities of a Magistrate. Judge Haws stated the original understanding between himself, the Board and the County Clerk at the time was that if the Board had an objection to his appointments, they would let him know. He stated the formal process of getting approval from the Board most likely more accurately reflects the intent of the statute. After discussion, Commissioner Rawhouser called for the vote. Motion carried 3 to 2 with Commissioner Noble and Commissioner Vickrey voting nay.
Billy Pape, Road & Bridge Superintendent, updated the Board on recent activities. He stated his department has been busy hauling snow and making sand. Pape also reported on Waste Management activities. He said a previous Board had agreed to gradually increase the Landfill rates for tires. Chairman Burnett instructed Pape to proceed with the planned increase from $130 per ton to $160.00 per ton. Commissioner Rawhouser requested a comparison of rates from other counties.
Mike Jackson, representing Rio Verde Engineering, presented the Board with the proposals for the Clark Draw/Sandy Marshall Maintenance Project. Commissioner Noble noted he would be abstaining from conversation and decision in this matter. Matt Gaffney, County Administrator, met with the Board to update on recent activities. He stated the FNRPA grant had been sent to the Governor’s office. He also said Jorgensen had completed the engineering portion of the Hoback Ranches study and will be submitting to Homeland Security.
It was moved by Commissioner Noble, seconded by Commissioner Vickrey to approve the Contracts for Law Enforcement Services for Big Piney, Marbleton, and Pinedale. Motion carried.
Gaffney and Clayton Melinknovich discussed the Bott Contract for the Veteran’s Memorial with the Board. Chairman Burnett instructed Melinknovich to clarify the timeline for delivery with Bott and postponed for further discussion.
KC Lehr, Sheriff, met with the Board to discuss a flex time policy. Chairman Burnett instructed Lehr and Gaffney to develop a uniform flex time policy to be added to the Employee Handbook.
Sarah Cavallaro, Teton Youth & Family Services, along with Jeremy Wilcox from Van Vleck House, met with the Board to discuss funding. Sarah explained that prior practice involved submitting a voucher to the County Clerk’s office and would receive payment up to $45,000 annually. Chairman Burnett explained the new Board and Clerk were not comfortable releasing funds without a contract and without a way of verifying the charges. Sheriff Lehr advised the Board his office can verify the charges and would take over reviewing the vouchers. It was moved by Commissioner Bousman, seconded by Commissioner Rawhouser to approve funding for Teton Youth & Family Services – Van Vleck House – in the amount of $45,000 pending an executed contract. Motion carried.
Shad Cooper, Fire Warden, met with the Board to accept a bid on a Wildland Fire Apparatus. It was moved by Commissioner Bousman, seconded by Commissioner Noble to accept the bid from Heiman Fire Equipment in the amount of $177,504.00. Motion carried.
Dennis Fornstrom, Planning & Zoning Administrator, met with the Board to Request a Minor Subdivision. It was moved by Commissioner Noble, seconded by Commissioner Rawhouser to approve the Kwak Minor Subdivision in accordance with the public notice published in the Pinedale Roundup on November 8, 2019. The Town Council of the Town of Pinedale met in regular session on Monday, December 30, 2019 in the Commissioners Room of the Sublette County Courthouse.
The meeting was called to order by Mayor Matt Murdock at 6:00 p.m. Council members present: Tyler Swafford, Dean Loftus, Judi Boyce and John Paravicini. Those in attendance included: Sheriff KC Lehr, Chief Shad Cooper and Deputy Chief Wil Gay, representing Sublette County Unified Fire; Holly Dabb, representing The Pinedale Roundup; Brian Gray, representing Jorgensen Associates; Abram Pearce and Josh Wilson, Town employees; and Town Attorney Ed Wood.
Mayor Murdock led those present in the Pledge of Allegiance.
Motion by Councilman Swafford to approve the minutes of the December 9, 2019 council meeting. Seconded by Councilman Loftus. Motion passed 5-0.
Motion by Councilman Paravicini to approve the agenda as presented. Seconded by Councilwoman Boyce. Motion passed 5-0.
Council reviewed the Sublette County Sheriff’s report submitted by Sheriff KC Lehr for November 2019.
Council reviewed the Sublette County Unified Fire (SCUF) Annual Report presented by SCUF Fire Chief Shad Cooper. Chief Cooper introduced the newly hired Deputy Chief Will Gay.
Brian Gray, representing Jorgensen Associates, gave the council an update regarding the EPA and the Fremont Lake Watershed Study. Motion by Councilman Loftus to approve the MRG 19037 SB-Fremont Lake Watershed Funding Commitment letter. Seconded by Councilman Paravicini. Motion passed 5-0.
Councilman Swafford reported hearing complaints about streetlights and snow berms. The Town Clerk will report the lights to Rocky Mountain Power.
Councilman Loftus enquired about the release of funds from the EPA. Mayor Murdock stated that the Wyoming Department of Environmental Quality (DEQ) must request the funds from the EPA. Town staff will continue monitoring the DEQ efforts.
Motion by Councilman Swafford to approve the amendments to the previously approved MOU with Sublette County in the amount of $25,000.00 toward the purchase and installation of three additional slab units for the Veteran’s Memoria amended: “to include The Town agrees to maintain communication with the VFW, COUNTY, and BOTT regarding the construction of the addition to the Sublette County Veterans Memorial; specifically, the Town agrees to and shall provide BOTT reasonable and necessary access to its American Legion Park and cease watering the landscaping in the vicinity of the Memorial one week prior to BOTT commencing pouring the footings and one week prior to BOTT’s installation of the granite slabs”. Seconded by Councilwoman Boyce. Motion passed 5-0.
Motion by Councilman Paravicini to direct Rider Property Management to lease 58 Runway Lane after amending the lease agreement to require the lessor to provide rental insurance at their own expense and allow the mayor to sign the lease. Seconded by Councilman Loftus. Motion passed 4-1. Councilman Swafford voted nay.
Abram Pearce, Town Director of Public Works, reported that the new Lab Analyst, Mary Gallardo, is now EPA certified. Motion by Councilman Paravicini to approve lab expansion and remodeling not to exceed $10,000.00 Seconded by Councilman Swafford. Motion passed 5-0.
