Construction Company is entitled to final settlement thereof.  On November 11, 2022, being the forty-first day after the first publication of this Notice, Sublette County will pay to Searle Bros. Construction Company all amounts and balances due under said Agreement.

You are hereby notified that Sublette County School District # 1, 665 N Tyler Ave., PO Box 549, Pinedale, Wyoming 82941, has accepted substantial completion according to the Contract Documents and rules set forth in the contract between Sublette County School District # 1 and the aforesaid Contractor of the work in connection with the Pinedale Aquatic Center Partial Re-Roof and that said Contractor is entitled to final settlement thereof.

You are further notified that upon November 21, 2022, being the 41st day after the first publication of the notice, said Sublette County School District # 1 will pay Ferguson Roofing the full amount due under said contract, and in the event your claim is not filed with Sublette County School District # 1 prior to said 21st day of November 2022, same shall be waived.

The Board of County Commissioners met in regular session in the Commissioners’ Meeting Room of the Sublette County Courthouse on this date at 9:00 a.m. with Joel Bousman, Tom Noble, Doug Vickrey, Sam White Dave Stephens, Matt Gaffney, Cali O’Hare representing the Pinedale Roundup, and Carrie Long, County Clerk, present. 

Chairman Bousman led those present in the Pledge of Allegiance. 

The agenda was amended on motion by Commissioner White to include Lisa Copeland, Doug Linn from BLM, Clayton Melinkovich with contracts, and a request to live stream BCC meetings.  Commissioner Stephens seconded the motion.  Motion carried.

The minutes of the previous meeting on 9/6/22 were approved and ordered filed on motion by Commissioner White, seconded by Commissioner Vickrey. 

Lisa Copeland, Information Technology Director, updated the Board on the status of the updated technology at the library and the capability of live streaming.  Chairman Bousman instructed Clerk Long to set up a Zoom link for future meetings with direction the participants will be required to conduct themselves as if they were in the room and the comments option turned off.

Billy Pape, Road & Bridge Supervisor, and Eric Sackett, Rio Verde Engineering, updated the Board on projects.  Sackett reviewed three options for crushing and moving gravel for the North Piney project.  The first option, to crush and haul out of pit 351 and apply for exceptions to continue into November until, or if, Game & Fish requires the hauling to stop due to migration of pronghorn.  The operation would then move to the Harrower Pit for the duration of the project.  It was moved by Commissioner Noble, seconded by Commissioner White to approve Option #1.  Motion carried. 

Pape also reviewed the option of the new vehicle purchase.  He stated E & L Motors had a 2021 Suburban available if the Board wanted to purchase it.  Or they could order a fleet vehicle for a possible savings of $3000 but the vehicle wouldn’t be available for several months and the savings could be negligible.  The Board agreed the 2021 option would be best if it was still available.    

Andre Irey, Maintenance, updated the Board on building projects. 

Clerk Long asked for clarification for a date of change on the raise given to Irey during the previous meeting.  Long pointed out the amount of raise would be a 23% increase (including the 7% COLA).  Commissioner White made a motion to change Irey’s pay to reflect the addition 16% effective October 1.  Commissioner Stephens seconded the motion.  Motion carried 4 to 1 with Chairman Bousman voting nay.   

Bree Burton and Russell Burton from Y2 Consultants and Steve Markason from Teton Wildfire Mitigation Team, LLC presented the Sublette County Community Wildfire Protection Plan.  After the presentation, Fire Warden Shad Cooper requested approval to apply for a grant seeking funding for a coordinator.  Commissioner White made a motion to approve the request.  Commissioner Stephens seconded the motion.  Motion carried. 

Dave Doorn, Hospital District, and Dawn Walker, Sublette Center, gave an update on the merger status. 

Janna Lee, Public Health, requested permission to close public health offices during the week of the move to the Sublette Center (October 17 – October 21).  And requested permission to store some tables and chairs at the Sand Draw Ambulance facility.  The Board did not object to either request. 

Clayton Melinkovich, Deputy County Attorney, presented contracts for approval.

• Aspen Grove Lease Agreement with direction to get approval from BCC for rent changes was approved on motion by Commissioner White, seconded by Commissioner Stephens. Motion carried.   

• Commissioner White made a motion to approve rate changes as presented by Walker.  Commissioner Noble seconded the motion.  Motion carried.

• It was moved by Commissioner Stephens, seconded by Commissioner White to approve the TANF agreement.  Motion carried.

• The contract with Richard Stem to provide natural resource consulting services funded through the FNRPA grant was approved on motion by Commissioner Noble, seconded by Commissioner White.  Motion carried. 

• The Cooperative Agreement with Wyoming Department of Transportation regarding the Bridge over New Fork River was approved on motion from Commissioner Noble, seconded by Commissioner Noble.  Motion carried. 

• A Lease Agreement with Hoback Law, LLC was approved on motion by Commissioner White, seconded by Commissioner Noble.  Motion carried. 

• The updated appointment of a special prosecutor was approved on motion by Commissioner White, seconded by Commissioner Noble.  Motion carried. 

Peter Paulin, Visitor Center, updated the Board on activities.

Grant Golden, Ice Arena, updated the Board on activities. 

Laila Illoway, Assessor, presented a tax roll correction for K & M Backhoe Services in the amount of $399.43. 

Commissioner White made a motion to approve vouchers and added vouchers.  Commissioner Noble seconded the motion.  Motion carried.

The Town of Pinedale is soliciting proposals from interested companies, system integrators and/or manufacturers of electric vehicle (EV) charging stations to install publicly accessible EV charging stations within the Town of Pinedale. In partnership with the Town, the selected respondent will be required to furnish, install, operate, and maintain the EV public charging stations and ensure that the EV public charging stations are accessible and safe to use at all times by users for a minimum of ten (10) years.

Pursuant to W.S. § 16-6-116, notice is hereby given that the Town of Pinedale has accepted the work on HK Contractors, Inc. Ralph Wenz Field Rehabilitate Runway 11-29, AIP NO. 03-56-0021-023-2020, State No. APNA001A, as substantially completed as to all bid schedules for the Rehabilitate Runway

11-29 according to the plans and specifications and rules set forth in the Contract. HK Contractors, Inc. is entitled to final settlement for that portion of the contract substantially completed.  Upon the 41st day, November 24, 2022, after the first publication of this notice, that the Town of Pinedale, under whose direction of supervision the work has been carried out, will pay to HK Contractors, Inc. the full amount due under the Contract as to the portion of the Contract deemed substantially completed.  All persons, firms or corporations who have any claims for work done or materials furnished on said public work are hereby notified that final payment will be made to HK Contractors, Inc. in accordance with the terms of the Contract on May 18, 2021, for that portion of the Contract deemed substantially completed.  This section does not relieve HK Contractors, Inc. and the sureties on this bond from any claims of work or labor done, or materials or supplies furnished in the execution of the Contract.

The Town Council of the Town of Pinedale met in regular session on Monday, September 26, 2022, in the Lovatt Room of the Sublette County Library.

The meeting was called to order by Mayor Matt Murdock at 5 p.m. Council members present:  Judi Boyce, Scott Kosiba and Tyler Swafford.  Dean Loftus attended remotely. Those in attendance included: Robert Galbreath, representing the Pinedale Roundup; Dezi Saathoff, representing SAFV Task Force; McGregor Button, representing MB2 Ventures, LLC; Peggy Weber; and Town Director of Public Works, Abram Pearce.

Mayor Murdock led those present in the Pledge of Allegiance.

Motion by Councilman Swafford to allow Councilman Loftus to attend the meeting remotely.  Seconded by Councilwoman Boyce.  Motion passed 4-0.

Motion by Councilwoman Boyce to accept the agenda as presented. Seconded by Councilman Kosiba. Motion passed 5-0.

Motion by Councilwoman Boyce to approve the minutes of the September 12, 2022, regular Town Council meeting as presented. Seconded by Councilman Swafford. Motion passed 5-0. 

Ms. Dezi Saathoff presented the SAFV Task Force Domestic Violence Awareness Month Proclamation for October 2022.

Motion by Councilman Swafford to approve the MOU with MB2 Ventures, LLC, for a community art mural in the amount of $500, to be placed at 14 North Franklin Avenue.  Seconded by Councilwoman Boyce.  Motion passed 5-0.

Motion by Councilwoman Boyce to approve the Temporary Use permit application and waiver of fees for the Pinedale Aquatic Center Zombie Dash to be held October 29, 2022.  Seconded by Councilman Swafford.  Motion passed 5-0.

Motion by Councilman Kosiba to approve the Temporary Use permit application and waiver of fees for the Pinedale Aquatic Center Frosty 5K to be held December 24, 2022.  Seconded by Councilwoman Boyce.  Motion passed 5-0.

Motion by Councilwoman Boyce to approve a 60-day Fixed Base Operations contract extension with Emblem Aviation through November 30, 2022.  Seconded by Councilman Swafford.  Motion passed 5-0.

Motion by Councilman Swafford to approve the contract with PacifiCorp for the LED Streetlight Conversion, in an amount not to exceed $55,000.  Seconded by Councilman Loftus.  Motion passed 5-0.

Council reviewed the Request for Proposal for an EV Charging Station to be located at 31 North Maybell Avenue.

Council reviewed monthly department reports from Animal Control & Municipal Code, Projects, Public Works, Water & Wastewater, Planning & Zoning, the Airport and Travel & Tourism.
