A regularly scheduled public meeting of the Sublette County Planning and Zoning Commission will be held on Thursday, October 20, 2022 at 6:00 p.m. to consider the following agenda items.  These agenda items will then be heard before the Sublette County Board of County Commissioners meeting on Tuesday, November 1, 2022.  These meetings will be held in the Commissioner’s Meeting Room, at the Sublette County Courthouse, located at 21 South Tyler Avenue, Pinedale, Wyoming.  The meeting agenda will be posted on the Sublette County Web Page:  www.sublettewyo.com

The Board of County Commissioners met in regular session in the Commissioners’ Meeting Room of the Sublette County Courthouse on this date at 9:00 a.m. with Joel Bousman, Tom Noble, Doug Vickrey, Sam White, Dave Stephens, Matt Gaffney, Cali O’Hare representing The Pinedale Roundup and Carrie Long, County Clerk, present. 

Chairman Bousman led those present in the Pledge of Allegiance. 

The agenda was approved on motion by Commissioner Vickrey with the removal of Joseph Bingham from Mountain States Legal Foundation, seconded by Commissioner Noble.  Motion carried. 

The minutes of the previous meetings on 8/1/22 and 8/2/22 were approved and ordered filed on motion by Commissioner Stephens, seconded by Commissioner White.  Motion carried. 

Billy Pape, Road and Bridge, updated the Board on activities, including repairing washouts from the previous heavy rains. 

Eric Sackett, Rio Verde Engineering, advised the Board bids had been submitted for the Horse Creek Box Culvert Installation Project with De Bernardi Construction Company, Inc. submitting the lowest bid of $207,500.00.  Commissioner Noble made a motion to accept the bid from De Bernardi, Commissioner White seconded the motion.  Motion carried. 

Resolution No. 22-100447B (Arrowhead Avenue, CR 23-240) and Resolution No. 22-100448B (Carmichael Loop, CR 23-241) were approved on motion by Commissioner White, seconded by Commissioner Stephens.  Motion carried. 

Aaron Seehafer, Rio Verde Engineering, advised the Board that Rio Verde had received an application from Hoback Ranches Improvement District to change the status of Rim Road from Class II to Class I.  Seehafer reviewed Class I Road Standards with the Board and explained the easement the District currently has with the USFS does not meet the Class I Road Standards as amended on May 19, 2021. 

Commissioner White recommended Rio Verde and Billy Pape establish guidelines for Class II maintenance that could be administered county wide and present to the Board at a later date.  The rest of the Board concurred. 

Billy Pape and Ryan McGuire (M & M Disposal) discussed increased tonnage from Construction Debris at the Transfer Station and the issues associated with the increase.  After discussion, the Board instructed Pape and McGuire to implement restrictions on the size and amount of C & D unloaded at the Transfer Station. 

Pape also requested adoptions of planned increase in rates effective 1/1/2023.  Commissioner White made a motion to adopt the new rates, seconded by Commissioner Vickrey.  Motion carried.

Maureen Rudnick, Town of Pinedale, requested permission to use the county owned tables and chairs for events the town will be hosting in September.  She stated she was not able to rent enough tables and chairs from the local rental company.  The Board agreed to allow the use of the tables and chairs. 

Andre Irey, Maintenance Supervisor, updated the Board on the projects:  Marbleton Senior Center remodel, Golf Course Shop, Rendezvous Point garage, Fair Grounds roof, Big Piney Library and the Daniel Fire Station. 

Patti Racich, Dawn Walker, Marilyn Jensen, and Ruth Steele representing the Sublette Center met with the Board with the information their board had unanimously voted to accept the merger proposal from the Hospital District as a two-step process with specific guidelines and specific deadlines regarding membership substitution and assets purchase.  Dave Doorn, Hospital District, stated the Hospital District attorneys have approved the process as presented by the Sublette Center. He stated the documentation should be complete by the next Commissioner meeting on September 6.   

Clayton Melinkovich, Deputy County Attorney, presented four contracts for approval:  Law Enforcement Contract with the Town of Marbleton, University of Wyoming (4H Extension Educator Annual Contribution Agreement), Resolution No. 22-100449B (Investment Policy) and a Professional Services Contract for the Southwest Pioneer Senior Center – Remodel with Jorgensen Associates, Inc. Also presented for Chairman Bousman’s signature, Pinedale Anticline Project (Trappers Point Game Fence Extension).  Commissioner Noble made a motion to approve the contracts, Commissioner White seconded the motion.  Motion carried. 

Kenna Tanner, Search and Rescue, updated the Board on State participation in the grant match program for the Side-Scan Sonar.  Commissioner White made a motion to approve the grant application, Commissioner Vickrey seconded the motion.  Motion carried. 

It was moved by Commissioner Noble, seconded by Commissioner White to adjourn to Executive Session pursuant to W.S. 16-4-405(a)(xii).  Motion carried.

Open session resumed with Commissioner Noble making a motion for Sheriff KC Lehr to obtain a third-party assessment for court house security.  Commissioner White seconded the motion.  Motion carried. 

Fred Morris, Bondurant, requested further review of a building permit issued by Planning & Zoning.  The Board directed Dennis Fornstrom to visit the site and review the complaint.

Accounts Payable, in the amount of $1,843,367.01, was approved on motion by Commissioner White, seconded by Commissioner Noble.  Motion carried.

The Town Council of the Town of Pinedale met in regular session on Monday, August 22, 2022, in the Lovatt Room of the Sublette County Library.

The meeting was called to order by Mayor Matt Murdock at 5 p.m. Council members present:  Judi Boyce and Dean Loftus. Council members Scott Kosiba and Tyler Swafford attended remotely. Those in attendance included: KC Lehr, Sublette County Sheriff; Robert Galbreath, representing the Pinedale Roundup; Mike Jackson, representing Rio Verde Engineering; Brian Gray, representing Jorgensen Associates; Shelly Sison, representing Meat & More, LLC; Kari DeWitt, representing Sublette County Health; Monte Bolgiano, Joanie Christie and Leah Radakovich, representing Main Street Pinedale; Mark Eatinger, representing Green River Rendezvous Pageant; John Overgaag; and Town employees Maureen Rudnick, Kevin Mitchell, Spencer Hartman, and Grover Laseke.

Mayor Murdock led those present in the Pledge of Allegiance.

Motion by Councilwoman Boyce to accept the agenda as presented. Seconded by Councilman Loftus. Motion passed 3-0.

Motion by Councilman Loftus to allow Councilmen Kosiba and Swafford to attend the meeting remotely.  Seconded by Councilwoman Boyce.  Motion passed 3-0.

Motion by Councilwoman Boyce to approve the minutes of the August 8, 2022, regular Town Council meeting as presented. Seconded by Councilman Loftus. Motion passed 2-0-2.  Councilman Loftus and Councilman Kosiba abstained.

Kari DeWitt invited the Mayor and Town Council to the Sublette County Health ground breaking ceremony on August 25, 2022, and thanked them for their support of the Sublette County Hospital District.  Mark Eatinger asked that the Rendezvous parade return to its original route and agreed to discuss the matter with Main Street Pinedale.  John Overgaag expressed his appreciation for how nice Pine Street looks and thanked Town staff for their hard work.

Sheriff KC Lehr reported on calls for service for July 2022.

Motion by Councilman Loftus to approve all consent agenda items. Seconded by Councilwoman Boyce. Motion passed 4-0.  Consent agenda items: approve the Temporary Use permit application for the Pinedale Half Marathon; approve the annual Generator Maintenance contract with Cummins Sales and Service in an amount not to exceed $  10,604; and approve the ballfield concessions proposal from Shelly Sison of Meat & More, LLC from October 1, 2022 through September 30, 2024.

Councilman Swafford joined the meeting at 5:17 p.m.

Motion by Councilman Loftus to un-table the Planning & Zoning reappointment.  Seconded by Councilwoman Boyce.  Motion passed 5-0.

Motion by Councilman Loftus to approve reappointment of Councilwoman Judi Boyce to the Planning & Zoning Commission, effective through June 30, 2024, or until no longer on Council.  Seconded by Councilman Kosiba.  Motion passed 5-0.

Motion by Councilwoman Boyce to approve the Wastewater Master Plan Professional Service Agreement with Jorgensen Associates, Inc., in an amount not to exceed $256,360.  Seconded by Councilman Loftus.  Motion passed 5-0.

Council reviewed monthly department reports from Animal Control & Municipal Code, Projects, Public Works, Water & Wastewater, Planning & Zoning, the Airport and Travel & Tourism.

Maureen Rudnick, Town Clerk, presented the unaudited quarterly financial report.
