HORSE CREEK BOX CULVERT
INSTALLATION PROJECT
for
SUBLETTE COUNTY, WYOMING
Sealed BIDS are requested for work described in the Project Manual for the Horse Creek Box Culvert Installation Project, dated July 18, 2022, prepared by Rio Verde Engineering, 804 Hoback Street, P.O. Box 642, Pinedale, Wyoming 82941, 307-367-2826.
BIDS will be received by Rio Verde Engineering until 2 pm local time on Monday, August 22nd, 2022, at which time said BIDS will be opened and read aloud.
The work consists of the removal of an existing timber bridge and the installation of a new double barrel concrete box culvert and miscellaneous appurtenances.
CONTRACTORS shall be required to accompany each bid with a BID Bond with sufficient sure-ty, or a certified check, cashier’s check or bank draft upon some reputable bank payable to Sublette County for at least ten (10) percent of the total amount of the BID. The bond, check or bank draft shall be forfeited as liquidated damages, if the CONTRACTOR, upon the letting of the contract to him, fails to enter into the contract within ten (10) days after it is presented to him for that purpose or fails to proceed with the performance of the contract. The BID Bond, draft or check shall be retained by Sublette County until proper bond to secure performance of the contract has been filed and approved. All the above is to be in accordance with 15-1-113 and 16-6-101 to 121, Wyoming Statutes, 2022.
The right is reserved by Sublette County to reject any and all BIDS, and to waive any irregularity or informality in the BID process. BIDS may not be withdrawn for thirty days after the date of opening.

(CMP000768) to modify and operate the Warbonnet 6-4 PAD (F017420) with the addition of production equipment, with two reboiler overheads condensers and one smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, located in the SE1/4NW1/4 of Section 4, T30N, R108W, approximately ten (10) miles south of Boulder, in Sublette County, Wyoming. Ultra Resources, Inc. has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 2.0 TPY from the baseline period and NOx emissions have decreased 5.1 TPY from the baseline period. These reductions have been added to Ultra Resources, Inc.’s offset bank to use for future permitting actions.

(CMP000768) to modify and operate the Mesa 7-18 PAD (F024988) with the addition of production equipment, with one reboiler overheads condenser, one flash tank separator and one smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, located in the SW1/4NE1/4 of Section 18, T32N, R109W, approximately eight (8) miles west of Boulder, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 663.3 tpy and a decrease in actual NOx emissions of 580.4 tpy. Therefore, Ultra Resources, Inc. has met the offset requirements for VOCs and NOx.
