Notice is hereby given that the Contractor, Teletractors, Inc. has completed the South Tyler Ave Pathway Project in accordance with the Plans and Specifications. Final Payment to the Contractor will be made by the Town of Pinedale 41 days after the first date of this advertisement.
Any claims against the project or Contractor for uncompleted work, unpaid materials, mechanic’s liens, labor, equipment, or sustenance must be received by the Town of Pinedale no later than August 3, 2022, at PO Box 709; Pinedale, WY 82941. The above date is 40 days from the date of this notice. OFFICIAL COUNTY COMMISSIONERS’ PROCEEDINGS
JUNE 7, 2022
The Board of County Commissioners met in regular session in the Commissioners Meeting Room of the Sublette County Courthouse on this date at 9:00 a.m. with Joel Bousman, Tom Noble, Doug Vickrey, Sam White, Dave Stephens, Matt Gaffney, Clayton Melinkovich, Brady Oltmans representing the Pinedale Roundup, and Carrie Long, County Clerk, present.
Chairman Bousman led those present in the Pledge of Allegiance.
The agenda was approved on motion by Commissioner Noble, seconded by Commissioner White. Motion carried.
The minutes from the previous regular meeting held on 5/17/22 were approved and ordered filed on motion by Commissioner Vickrey, seconded by Commissioner Stephens.
Billy Pape, Road & Bridge, updated the Board on activities. Eric Sackett, Rio Verde Engineering, informed the Board the bids for phase III of the Cottonwood / Ryegrass project were in and Teletractors had the lowest bid of $602,394.85. Sackett recommended accepting this bid. Commissioner White made a motion to accept the bid, Commissioner Vickrey seconded the motion. Motion carried with Commissioner Noble abstaining from voting.
Matt Gaffney, Administrator, reviewed the American Rescue Plan Act funding with the Board and advised that after reviewing revenue from 2019, 2020, and 2021with Paul Stille, CPA with Leo Riley & Co. and County Treasurer Emily Paravicini, stated the funding does qualify for revenue replacement and could be used for “government services” and placed in the General Fund for operations, capital projects, etc.
It was moved by Commissioner Noble, seconded by Commissioner Stephens to approve the Memorandum of Understanding among the Boards of County Commissioners of the State of Wyoming regarding the Congressional tour initiative. Motion carried.
Mary Lankford updated the Board on the Centennial Committee activities.
The Board adjourned to Executive Session pursuant to W.S. 16-4-405(a)(iii) on motion by Commissioner Noble, seconded by Commissioner Stephens. Motion carried.
The Board reconvened open session with no action resulting from the executive session. It adjourned to another Executive Session pursuant to W.S. 16-4-405(a)(iii) with Sheriff Lehr present on motion by Commissioner White, seconded by Commissioner Noble. The Board reconvened open session with no action resulting from the Executive Session.
Clayton Melinkovich, Deputy County Attorney, along with Tonia Hoffman, Hospital District, updated the Board on discussions.
Commissioner White made a motion to approve the Title 25 Agreement with Jackson Hole Community Counseling, the Contract for Services with High County Behavioral Health, and the Memorandum of Understanding with the University of Wyoming Extension. Commissioner Noble seconded the motion. Motion carried.
The Board adjourned to Executive Session pursuant to W.S. 16-4-405(a)(ix) on motion Commissioner White, seconded by Commissioner Vickrey. Motion carried.
The Board reconvened open session with no action as a result of the Executive Session and adjourned for lunch.
Dennis Fornstrom, Planning & Zoning, presented an application from Dave Carney requesting a Variance to the setback requirement for property located at 211 Adams Ave, Boulder 2nd, Lot 7, in Boulder, Wyoming. Commissioner Noble made a motion to accept the variance as presented. Commissioner White seconded the motion. Motion carried.
Sandy Wright, representing the Redstone Upper Green Improvement District, requested permission to purchase two sections of bridge owned by the county. Commissioner Noble made a motion to sell the two sections for $5000. Commissioner Vickrey seconded the motion. Motion carried.
It was moved by Commissioner White, seconded by Commissioner Noble to adjourn to Executive Session pursuant to W.S. 16-4-405(a)(vii). The Board reconvened open session with no action from the Executive Session.
Payroll, in the amount of $1,021,804.04, was approved on motion by Commissioner White, seconded by Commissioner Noble. Motion carried.

Commissioner Noble made a motion to convene as the County Board of Equalization in order to schedule an appeal hearing. Commissioner White seconded the motion. Motion carried. The hearing was scheduled for August 24th at 10:00 a.m. The Board adjourned as C.B.O.E. and reconvened as Board of County Commissioners on motion by Commissioner Noble, seconded by Commissioner White.
Catering permits for the Boulder Store for events scheduled for 6-4 at the Big Piney Senior Center, 6-10 at the Sublette County Fair Grounds, and 6-25 at 8471 Hwy 191, Boulder, were approved on motion by Commissioner Noble, seconded by Commissioner White. Motion carried.
Surety Bonds for Mike Henn, Treasurer of the Mosquito Abatement District #1 and Spencer Nichols, President of the Big Piney Cemetery District, were approved on motion by Commissioner Noble, seconded by Commissioner White.

The Town Council of the Town of Pinedale met in regular session on Monday, June 13, 2022, in the Lovatt Room of the Sublette County Library.
The meeting was called to order by Mayor Matt Murdock at 5 p.m. Council members present: Tyler Swafford, Dean Loftus, Scott Kosiba, and Judi Boyce. Those in attendance included: Max Lockett; Robert Galbreath, representing the Pinedale Roundup; John Douglas, representing Emblem Aviation; Ted York, representing the First Baptist Church. Town Water and Wastewater Supervisor, Spencer Hartman; and Brian Gray, representing Jorgensen Associates attended via teleconferencing.
Mayor Matt Murdock led those present in the Pledge of Allegiance.
Motion by Councilman Swafford to accept the agenda. Seconded by Councilman Loftus. Motion passed 5-0.
Motion by Councilwoman Boyce to approve the minutes of the May 23, 2022, regular Town Council meeting as presented. Seconded by Councilman Swafford. Motion passed 4-0-1. Councilman Kosiba abstained.
Town Clerk, Maureen Rudnick, reported that a mistaken personal Amazon charge was paid for immediately upon discovery.
Motion by Councilman Swafford to approve Temporary Use Permit Application from Main Street Pinedale for bulb-outs on the south side of Pine Street at Maybell & Franklin, July 6-10, 2022. Seconded by Councilwoman Boyce. Motion passed 5-0.
Motion by Councilwoman Boyce to approve the Trappers Park Lease. Seconded by Councilman Loftus. Motion passed 5-0.
Motion by Councilwoman Boyce to approve the Mayor’s appointments to the Park and Tree Board of Scott Kosiba to serve as councilman, re-appointments of Peggy Weber & Emily Lucas until 06/30/2024, and Isaac Best until 06/30/2025. Seconded by Councilman Swafford. Motion passed 5-0.
Motion by Councilman Swafford to approve the proposed changes to the Employee Handbook pending final corrections by the Town Attorney and Mayor. Seconded by Councilman Loftus. Motion passed 5-0.

Seconded by Councilman Kosiba. Motion passed 5-0.
Motion by Councilwoman Boyce to approve the use of a consent agenda format beginning June 27, 2022. Seconded by Councilman Swafford. Motion passed 5-0.
Motion by Councilman Swafford to approve Madden Media Contracts in the amounts of $16,000 and $95,597 for marketing of Fiscal Year 2023. Seconded by Councilman Kosiba. Motion passed 5-0.
Motion by Councilwoman Boyce to approve the Cozy Cabins LLC Encroachment Agreement located at Lot 3, Block 7, Cooley Second Addition, to the Town of Pinedale to be recorded by the County Clerk. Seconded by Councilman Swafford. Motion passed 5-0.
Motion by Councilman Swafford to approve the Lavin Encroachment Agreement for the home located at Lot 63, Split Diamond Meadows Subdivision, Town of Pinedale to be recorded by the County Clerk. Seconded by Councilman Loftus. Motion passed 5-0.
Motion by Councilman Swafford to approve the variance request for 646 N. Tyler Avenue, which includes a covered ramp. Seconded by Councilman Loftus. Motion passed 5-0.
Motion by Councilman Swafford to approve the Ralph Wenz Field hangar lot lease to Smith. Seconded by Councilwoman Boyce. Motion passed 5-0.
Motion by Councilman Loftus to approve the purchase of an Ex-Mark Mower in the amount of $8,291.29 from Teton Rentals. Seconded by Councilman Kosiba. Motion passed 5-0.
Motion by Councilman Loftus to approve the location for the 4th of July fireworks deployment on property owned by Hat Creek Land Company, LLC. Seconded by Councilman Swafford. Motion passed 5-0.
Motion by Councilwoman Boyce to approve the GE Digital renewal in the amount of $3,021.93. Seconded by Councilman Kosiba. Motion passed 5-0.
Motion by Councilman Swafford to approve the Master Utility Services Agreement from Sustainability Partners. Seconded by Councilwoman Boyce. Motion passed 5-0.
The Public Hearing and third read of the 2023 Annual Budget Appropriation Ordinance will be June 16, 2022, at 5 p.m. in the Lovatt Room of the Sublette County Library.
