OFFICIAL COUNTY COMMISSIONERS’ PROCEEDINGS
MAY 3, 2022
The Board of County Commissioners met in regular session in the Commissioners Meeting Room of the Sublette County Courthouse on this date at 9:00 a.m. with Joel Bousman, Tom Noble, Doug Vickrey, Sam White, Dave Stephens, Matt Gaffney, Clayton Melinkovich, Brady Oltman representing the Pinedale Roundup, and Carrie Long, County Clerk, present.
Chairman Bousman led those present in the Pledge of Allegiance.
The agenda was approved on motion by Commissioner White, seconded by Commissioner Stephens. Motion carried.
The minutes from the previous regular meeting held on 4/19/22 were approved and ordered filed on motion by Commissioner Stephens, seconded by Commissioner Vickrey. Motion carried.
Billy Pape, Road & Bridge Superintendent, updated the Board on recent activities.
Matt Gaffney, County Administrator, and Peter Paulin, Visitor Center Director, met with the Board to request direction on use of Lodging Tax dollars. Commissioner White made a motion to give the Visitor Center Board authority to open their own bank account using 90% of the Lodging Tax dollars and the lease payments for office space at the Visitor Center to fund operations. Motion carried with Commissioner Noble abstaining from the vote.
It was moved by Commissioner Vickrey, seconded by Commissioner White to approve the lease between the Visitor Center and Mainstreet Pinedale. Motion carried.
Colt Nelson and Matt Hanson met with the Board to request that ice be left on at the Ice Arena during the summer months. The direction from the Board was they work with Ice Arena supervisor, Grant Golden, to find suitable compromise and solutions.
Commissioner Noble made a motion to approve Resolution 22-100442B, Establishing the Salaries for the Elected Officials, Commissioner White seconded the motion. Commissioner Vickrey made a motion to amend the Resolution by striking the word ‘Regular’ in paragraph six. Commissioner White seconded the motion. Motion carried. Commissioner Vickrey made a motion to amend the Resolution by changing the amount for Commissioners from $35,000 to $32,500. Commissioner Stephens seconded the motion. Motion failed 2 for and 3 against.
Clayton Melinkovich, Deputy County Attorney, updated the Board on Hospital District discussions and the relocation of Public Health.
Melinkovich requested direction from the Board on selling a Barger lot to Visionary rather than require them to relocate a power line. The Board declined to sell the property.
It was moved by Commissioner Noble, seconded by Commissioner Vickrey to approve the continued lease of office space at the Extension Office to the University of Wyoming. Motion carried.
Shad Cooper, Fire Warden, requested approval of the annual Interagency Cooperative Fire Management Agreement. Commissioner Noble made a motion to adopt the Agreement, seconded by Commissioner White. Motion carried.
A motion was made by Commissioner Noble, seconded by Commissioner Vickrey to approve Resolution 22-100438B. The Resolution stated: Pursuant to W.S. 22-8-101, the Board of County Commissioners are required to divide the county into not more than thirty (30) election districts and because of Statewide Redistricting have until the first meeting in May to set said districts with the advice or recommendation of the County Clerk.
Public Hearing was held as advertised in the Pinedale Roundup on April 22 and 29, 2022 regarding the proposed modification of the boundaries of the Daniel 4-2 Election Precinct and the Big Piney 2-1 Election Precinct to align with the school boundary lines. There were no complaints regarding the modification.
The following Election Districts for Sublette County were set as follows:
District 1, Precinct 1 – Pinedale; District 1, Precinct 3 – Pinedale West; District 1, Precinct 4 – Boulder; District 2, Precinct 1 – Big Piney; District 2, Precinct 2 – Marbleton; District 4, Precinct 1 – Cora
District 4, Precinct 2 – Daniel; District 5, Precinct 1 – Bondurant.
And in accordance with W.S. 22-9-125 (a), (b) and (d) alternate procedures for collecting and counting absentee ballots are adopted. Motion carried with Commissioner Bousman excused for a phone call.
Two Catering Permits were approved for the Boulder Bar for events on 4/23 and 5/7 and one Catering Permit for Water Hole #3 for an event on 4/23 on motion by Commissioner White, seconded by Commissioner Stephens.
Surety Bond for Shannon McCormick was approved on motion by Commissioner White, seconded by Commissioner Vickrey.
It was moved by Commissioner White, seconded by Commissioner Stephens to approve payroll in the amount of $975,272.61. Motion carried.
Accounts payable, in the amount of $1,522,165.81 was also approved on motion by Commissioner White, seconded by Commissioner Stephens. Motion carried.
