Default in the payment of principal and interest has occurred under the terms of a promissory note (the “Note”) and a real estate mortgage (the “Mortgage”) dated September 18, 2013, executed and delivered by Brent E. Horne and Teresa Horne (“Mortgagor”) to Mortgage Electronic Registration Systems, Inc., as mortgagee, as nominee for Bank of America, N.A., its successors and assigns, as security for the Note of the same date. NOTICE IS HEREBY GIVEN that a regular municipal election will be held in the commons of the Wrangler Gymnasium, located at 615 North Tyler Avenue, Pinedale, Wyoming, on Tuesday the 3rd day of May, 2022, for the purpose of electing the following municipal officers of the Town of Pinedale:
One Mayor, to serve a term of four years
Two Council Members, each to serve a term of four years
All candidates must be residents of the Town of Pinedale and a registered voter of the Town of Pinedale and the State of Wyoming as of the closing of the Town Clerk-Treasurer's office on the day their Application for Candidacy is filed with the Town Clerk-Treasurer.
The polls will be open at 8 a.m. and will remain open until 7 p.m.
Nomination applications will be available from the Town Clerk on Friday, March 18, 2022. Completed nomination applications, together with a filing fee of twenty-five dollars, will be received in the office of the Town Clerk until 5 p.m. on Friday, April 1, 2022, after which time no further nominations will be received.
Pursuant to W.S. 22-25-106, every candidate, whether or not successful, shall file under oath a fully itemized statement of receipts and expenditures at least seven (7) days but not more than fourteen (14) days before the election. Any contribution received or expenditure made after the statement has been filed, through the day of the election shall be filed as an amendment to the Statement within ten (10) days after the election. These filings shall be made with the Sublette County Clerk. The statement shall set forth the full and complete record of contributions including cash, goods or services and actual and promised expenditures including all identifiable expenses as set forth in W.S. 22-25-103. The date of each contribution of $100 or more, and expenditure or obligation, the name of the person from whom received or to whom paid and the purpose of each expenditure or obligation shall be listed. All contributions under $100 shall be reported but need not be itemized. Should the accumulation of contributions from a person exceed the $100 threshold, all contributions from that person shall be itemized. Receipts, expenditures and obligations itemized in a statement filed by a political party central committee need not be itemized in a candidate's statement, except by totals, with a reference to said statement. Failure to file a report as required by W.S. 22-25-106, shall subject a person required to file such report to the civil penalties of W.S. 22-25-108 (t).
Please be advised that W.S. 22-3-102 provides that a person may register to vote not less than fourteen (14) days before an election, at any election specified in W.S. 22-2-101 (a)(i) through (viii) or as provided by W.S. 22-3-117, who satisfies certain qualifications. To vote in the Pinedale Municipal Election on May 3, 2022, a person must be registered to vote or register to vote on or before April 19, 2022, the last day available to meet the 14 day requirement, wait to register to vote on the day of the election or otherwise register to vote in compliance with W.S. 22-3-117, absentee registration generally. A person registering to vote after April 19, 2022 and before the day of the election will not be qualified to vote unless they otherwise qualify under W.S. 22-3-117.

OFFICIAL COUNTY COMMISSIONERS’ PROCEEDINGS
FEBRUARY 15, 2022
The Board of County Commissioners met in regular session in the Commissioners Meeting Room of the Sublette County Courthouse on this date at 9:00 a.m. with Tom Noble, Doug Vickrey, Sam White, Dave Stephens, Joel Bousman (via telephone), Matt Gaffney, Clayton Melinkovich, Brady Oltman representing the Pinedale Roundup, and Carrie Long, County Clerk, present.
Commissioner Noble was acting Chairman. He led those present in the Pledge of Allegiance.
The agenda was approved on motion by Commissioner Stephens, seconded by Commissioner Vickrey. Motion carried.
The minutes of the previous regular meeting held on 2/1/22 were approved and ordered filed on motion by Commissioner White, seconded by Commissioner Stephens. Motion carried.
Billy Pape, Road & Bridge, updated the Board on activities. He informed the Board he had considered the offer from the previous meeting of the County accepting ownership of a portion of Shriver Road and he did not recommend the County accept the offer. Chairman Noble stated he was in agreement with Pape. The Board concurred with Noble.
Mike Jackson, Rio Verde Engineering, updated the Board on the Skyline Drive project. Mark Foster, USFS, also discussed the project and added the Forest Service is looking into a detour road regarding the project and had allocated approximately $30,000 in funds to be used to pave Elk Hart parking lot.
Mark Eatinger, Rio Verde Engineering, proposed a chip seal project for FY23 in the amount of $1.676 million to cover 23 miles. Commissioner White made a motion to approve the proposal. Commissioner Stephens seconded the motion. Motion carried.
It was moved by Commissioner White, seconded by Commissioner Stephens to adjourn to Executive Session pursuant to W.S. 16-4-405(a)(iii). Motion carried.
Open session resumed with no action from the Executive Session.

A catering permit for the Eagle Bar, LLC for an event occurring on 2/26/22 at the Fair Grounds was approved on motion by Commissioner Stephens, seconded by Commissioner White. Motion carried.
Surety Bond for Elizabeth N. Cheeney (Bookkeeper / Recreation Board) was approved on motion by Commissioner White, seconded by Commissioner Vickrey. Motion carried.
Commissioner White made a motion to approve a network monitoring services agreement with Racom Corporation. Commissioner Stephens seconded the motion. Motion carried. Chairman Noble requested Lisa Copeland, I.T. Director, be added to the working group overseeing the S.I.R.S. radio project. Commissioner Stephens made a motion to add Lisa to the group. Commissioner White seconded the motion. Motion carried.
It was moved by Commissioner White, seconded by Commissioner Stephens to approve a lease agreement for the residence at the Sublette County Fairgrounds. Motion carried.
Becky Gregory and Heather Bixler, Children’s Learning Center, updated the Board on activities.
Bill Lehr, Senior Center Marbleton, introduced Carie James as the new director of the center.
A motion was made by Commissioner White, seconded by Commissioner Vickrey to adjourn to Executive Session pursuant to W.S. 16-4-405(a)(iii). Motion carried.
Upon reconvene of open session, a motion was made by Commissioner White, seconded by Commissioner Stephens to authorize the County Attorney’s office to communicate with Mullinex, LLC to resolve the tax refund issue. Motion carried.
Laila Illoway, County Assessor, presented two tax abatements from Hillcorp Energy Company for a total amount of $30,469.97. Commissioner White made a motion to approve the abatements, Commissioner Stephens seconded the motion. Motion carried.
