NOTICE OF PUBLIC HEARING
The High Meadow Ranch Water District (HMRWD), will conduct a public hearing at 6:00 P.M., local time, on March 17, 2022 at the Richard Smythe Well House located at 165 Sauk Trail, Boulder, WY 82923. The purpose of the meeting is to allow citizens to review and comment on the HMRWD Phase 3 project.
The HMRWD Phase 3 project includes installing new water distribution lines, service connections, water meters, road rehabilitation and appurtenances. The new water distribution lines will replace old, failing and deteriorated piping within the system.
At the meeting, the HMRWD along with Jorgensen Associates will present the design of the proposed project and will discuss the estimated cost of improvements and plan for funding the improvements if there are new attendees or inquiries. A preliminary plan of the improvements, cost estimates, and the funding plan can also be reviewed at Jorgensen Associates, 58 S Tyler Ave in Pinedale, WY, or by contacting Kolter Booth at 307-367-6548.
Pursuant to Wyoming Stature § 41-10-113(a)(xii), the HMRWD intends to use funds borrowed from the Wyoming Drinking Water State Revolving Loan Fund (DWSRF) administered by the Wyoming Office of State Lands and Investments. Based on current cost estimates, HMRWD plans to borrow $1,324,000 from the Wyoming DWSRF, with said loan being 30-year repayment term at 2.5% interest. Pursuant to Wyoming Statute § 41-10-113(a)(xxi), special assessments will be levied on all lots within the High Meadow Ranch Water District to repay the loan. The average rate of assessment per lot owned within the district is estimated to be approximately $79 per year to repay the loan.

CONSERVATION MEETING
The Conservation District in Sublette County would like to invite the public and any agencies with an interest in conservation issues to participate in a Local Work Group meeting to be held on
Thursday, March 17, 2022
at the Sublette County Conservation District
217 Country Club Lane Pinedale, WY from 3 pm to 5 pm.
The purpose of this meeting is to receive input from a broad range of local stakeholders-individuals, organizations, businesses, and agencies that have an interest in natural resource conditions and needs in Sublette County and to provide that information to the USDA Natural Resource Conservation Service (NRCS).
The Farm Bill stipulates that conservation programs must continue to be locally led. Through these local meetings, the public is given an opportunity to help local conservation leaders set priorities such as helping prioritize resource concerns and priority watersheds and identify other local concerns.

(CMP000768) to modify the Warbonnet 5-13 PAD (F022942) by updating the equipment list with a smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration unit and pneumatic pump, located in the SW1/4NW1/4 of Section 13, T30N, R108W, approximately eleven (11) miles west-southwest of Boulder, in Sublette County, Wyoming. Ultra Resources, Inc. has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 0.8 TPY from the baseline period and NOx emissions have decreased 0.6 TPY from the baseline period. These reductions have been added to Ultra Resources, Inc.’s offset bank to use for future permitting actions.

NOTICE IS HEREBY GIVEN that a regular municipal election will be held in the commons of the Wrangler Gymnasium, located at 615 North Tyler Avenue, Pinedale, Wyoming, on Tuesday the 3rd day of May, 2022, for the purpose of electing the following municipal officers of the Town of Pinedale:
One Mayor, to serve a term of four years
Two Council Members, each to serve a term of four years
All candidates must be residents of the Town of Pinedale and a registered voter of the Town of Pinedale and the State of Wyoming as of the closing of the Town Clerk-Treasurer's office on the day their Application for Candidacy is filed with the Town Clerk-Treasurer.
The polls will be open at 8 a.m. and will remain open until 7 p.m.
Nomination applications will be available from the Town Clerk on Friday, March 18, 2022. Completed nomination applications, together with a filing fee of twenty-five dollars, will be received in the office of the Town Clerk until 5 p.m. on Friday, April 1, 2022, after which time no further nominations will be received.

Pursuant to W.S. 22-25-106, every candidate, whether or not successful, shall file under oath a fully itemized statement of receipts and expenditures at least seven (7) days but not more than fourteen (14) days before the election. Any contribution received or expenditure made after the statement has been filed, through the day of the election shall be filed as an amendment to the Statement within ten (10) days after the election. These filings shall be made with the Sublette County Clerk. The statement shall set forth the full and complete record of contributions including cash, goods or services and actual and promised expenditures including all identifiable expenses as set forth in W.S. 22-25-103. The date of each contribution of $100 or more, and expenditure or obligation, the name of the person from whom received or to whom paid and the purpose of each expenditure or obligation shall be listed. All contributions under $100 shall be reported but need not be itemized. Should the accumulation of contributions from a person exceed the $100 threshold, all contributions from that person shall be itemized. Receipts, expenditures and obligations itemized in a statement filed by a political party central committee need not be itemized in a candidate's statement, except by totals, with a reference to said statement. Failure to file a report as required by W.S. 22-25-106, shall subject a person required to file such report to the civil penalties of W.S. 22-25-108 (t).
Please be advised that W.S. 22-3-102 provides that a person may register to vote not less than fourteen (14) days before an election, at any election specified in W.S. 22-2-101 (a)(i) through (viii) or as provided by W.S. 22-3-117, who satisfies certain qualifications. To vote in the Pinedale Municipal Election on May 3, 2022, a person must be registered to vote or register to vote on or before April 19, 2022, the last day available to meet the 14 day requirement, wait to register to vote on the day of the election or otherwise register to vote in compliance with W.S. 22-3-117, absentee registration generally. A person registering to vote after April 19, 2022 and before the day of the election will not be qualified to vote unless they otherwise qualify under W.S. 22-3-117.
