PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules, notice is hereby given of Rocky Mountain Power’s (RMP or the Company) Application requesting an accounting order for settlement charges related to its pension plans (Application).

RMP is a public utility as defined in Wyo. Stat. § 37-1-101(a)(vi)(C), subject to the Commission’s jurisdiction pursuant to Wyo. Stat. § 37-2-112. 

On December 31, 2018, RMP filed an Application requesting authority to [i] defer the expected impacts associated with the occurrence of a pension event in 2018, and any subsequent similar pension events; and [ii] amortize the impact of pension events (i.e., the increase or reduction in regulatory assets or liabilities) to expense over the same period that is used to amortize the underlying regulatory assets or liabilities with the opportunity to recover the amount in rates as part of net periodic benefit cost.

RMP states the requests will allow the Company to account for the impact of pension events, such as settlements and curtailments, through deferral and amortization in a manner that closely approximates the amortization that would have continued if it were not for the accelerated recognition required by standard accounting principles due to occurrence of a pension event. According to RMP, the request will allow the Company to defer this expense and to amortize these and similar costs going forward as a regulatory asset or liability, notwithstanding the occurrence of certain pension events, will reduce interannual variability in pension costs for the remaining life of the Company’s noncontributory defined benefit pension plans.

RMP further states that its request is due to a pension event that occurred in 2018 and resulted in a $21 million pension-related loss for the year. The Company states they expect events like this to recur in future years as a result of plan recipients reaching retirement age and also because of the impacts of currently low interest rates. The Company’s proposal is designed to maintain normalized pension costs and credits and avoid exposing customers to potential cost volatility from single year “pension events.”

The Application may also be viewed on the Commission’s data management system at https://dms.wyo.gov/external/publicusers.aspx.

A strip of land 150 feet in width, located in the S/2 NW/4, NE/4 SW/4 and NW/4 SE/4 Section 26 and the E/2 Section 27, T.29N., R.113W., of the 6th P.M, Sublette County as shown on sheet 5 of the Plat of said Calpet to Big Piney Road No. 23-134 as filed in said Office of the Clerk and as described in Book 1 of Resolutions, Page 91 in said Office between station 10+00 and station 55+51.54.

thence 501.52 feet along a tangent curve to the right, said curve having a radius of 600.00 feet, a total angle of 47°53’28” and a Chord Direction of S58°25’02”E; thence S34°28’18”E, a distance of 406.90 feet; thence 453.73 feet along a tangent curve to the right, said curve having a radius of 800.00 feet, a total angle of 32°29’47” and a Chord Direction of S18°13’25”E; thence S01°58’31”E, a distance of 518.49 feet;  thence 447.78 feet along a tangent curve to the right, said curve having a radius of 600.00 feet, a total angle of 42°45’34” and a Chord Direction of S19°24’16”W, to a point of ending on the existing Industrial Site County Road 23-190 centerline, from which the S/16 Corner common to said Section 6 and Section 1, bears S60°57’06”E,  a distance of 181.33 feet, said point of ending being record station 52+20.65 on said Plat.

All objections thereto or claims for damages by reason thereof must be filed in writing with the County Clerk of said County, before noon on the 4th day of February, 2019, or such easement will be adopted as part of the INDUSTRIAL SITE COUNTY ROAD 23-190 without reference to such objections or claims for damages, all in accordance with W.S. 24-3-110.

Important Notice for Hoback Ranches Property Owners and Qualified Electors

Subject:  Annual Election, May 2019

  1. The annual election for one district director will be held Tuesday, May 7, 2019. As required in W.S. 22-29-116 (b) a polling place will be provided at the Bondurant School on May 7, 2019, from 1 pm to 6 pm.
  2. The term of office is three (3) years.
  3. Applications for Director, in substantial conformance with the form set forth in W.S.22-29-110 (b)should be filed with Sally Ruosch District Secretary, at sruosch@centurytel.net, or mailed to HRSID, P. O. Box 33, Bondurant, Wyoming 82922 between February 4 and February 24, 2019(must arrive by February 24).
  4. This election is a mail ballot election. No sooner that 25 days before the election (April 8, 2019) and no later that15 days before the election (April 15, 2019) the election official shall mail to each landowner a mail ballot; and to each qualified elector entitled to vote in the mail ballot election, at the last address appearing in the registration records a mail ballot package, which shall be marked “DO NOT FORWARD-ADDRESS CORRECTION REQUESTED” or a similar statement.
