Commissioners reduce rate for tire disposal

PINEDALE – The Sublette County Board of Commissioners approved a motion to reduce the resident rate for un-mounted tire disposal from $90 a ton to $5 a ton at its regular meeting on Tuesday.

Kim Gray, daughter of Doug Neely, told the commissioners she has been working to clean up her father’s home but, with a pile of tires that numbers somewhere in the thousands, the cost to dispose of the rubber is too exorbitant for one person to afford. There are also several cars, loose steel and other trash on the property that has become an eyesore for neighbors.

“We’ve started the clean up, but the steel company won’t come until the tires are gone. The plan is to remove the tires, and then the steel company can come in and remove the steel, and then I can have the trash cleaned up,” Gray explained. “What I would like is to have dumpsters from the landfill taken out there that we will fill as soon as possible.”

The only problem for Gray was the cost of removing the estimated 5,000 tires on the property, which would cost $90 a ton. Gray requested a slight reduction in the rate and an extended amount of time to pay. Commissioner John Linn took the request one step further.

“All you’re doing is burying the tires with trash,” Linn said to Waste Management Supervisor Brad Clingman. “Why not charge the same [amount] as trash tonnage?”

Clingman explained tires sometimes take a little more work to dispose of if they are mounted, but otherwise, there is no need for tire disposal to cost so much.

“I’m inclined to promote cleaning up the county,” Linn said. “I’m sure people have a lot of tires, and the cost of getting rid of them [is high].”

The other commissioners agreed with Linn and moved to reduce the tire disposal rate, for un-mounted tires, for residents from $90 a ton to $5 to coincide with the resident rate for regular trash, which was approved.

Also at the meeting:

• The sound in the Commissioners Room became crisper with the installation of microphones and speakers. Some glitches are still being worked out but, for the most part, attendees to meetings can now hear discussions even from the back row.

• After re-reviewing bid applications for vehicles for the Road and Bridge Department, the commissioners moved to reject a bid from Fremont Motors in favor of a bid from locally-based Frontier Ford for $28,476 for a Ford F-150 4x4 pickup-truck. Frontier Ford’s bid was $37 more expensive than Fremont Motors, but the commissioners felt it was more important to support a county business.

• A bid was awarded to Teletractors in the amount of $299,775 for a box culvert. The culvert will be used to repair a bridge on Fremont Lake Road.

• The commissioners signed a resolution proclaiming October as Domestic Violence Awareness month.

• A malt beverage permit was awarded to “A Woman’s Work” so the organization can serve beer at its lip-sync fundraiser on Oct. 12 at the Southwest Sublette County Pioneers Senior Center in Marbleton.

• Mike McFarland, president of the Jackson Hole Skating Club, explained the club is liquidating its assets in hopes of raising money to pay debts and presented the commissioners with a list of items that might be of use to the Sublette County Ice Arena.

The items are listed at a reduced price, and McFarland suggested it might be a good opportunity for the ice arena and skating clubs in the area to purchase equipment. The commissioners said they would give the list to ice arena managers and see if anything is needed.

• The commissioners signed a resolution supporting Oct. 7 through Oct. 13 as National 4-H Week. Robin Schamber, youth development coordinator for the Sublette County 4-H, also informed the board there will be two open house events at the Big Piney Library and Pinedale 4-H Extension Office on Oct. 8 and 10, respectively. Both events will run from 4 to 7 p.m., with hot dogs available for the first 200 people.

• The proposed creation of a fulltime county fire warden was approved after members of the Sublette County Fire Board presented the commissioners with a job description and qualifications. The position will work beneath the Sublette County Sheriff and handle administrative responsibilities like supervising training, act as a fire investigator and coordinate firefighters. Formerly, TJ Hunt had been a part-time fire warden, but the Fire Board felt the position needed a fulltime person. A salary for the position has not been set, but the county will fund the position.

Very much in favor of creating the position, the commissioners only required that, following hiring, the warden become a resident of Sublette County. This mandate does not restrict looking in other counties or out of state for a candidate.

• The next meeting is Tuesday, Oct. 16 at 9 a.m. in the County Commissioners Room in Pinedale.
